Check all the vacuum hoses between the EGR valve, control solenoid and vacuum source for cracks. Also check the vacuum hose between the intake manifold and the MAP sensor on the driver's side. Both the lift sensor in the EGR valve and the MAP sensor on the manifold can trigger P0400 on the 97. The EGR control on the 97 is very different from both the 96 and 95 that came before it.

If you haven't done it already, you should remove the EGR valve and clean it thoroughly along with the entire intake manifold. The nipple on the manifold to the MAP sensor can also bee sooted up.
