Just a quick follow up to this for future reference...

I installed a Pertronix unit and re-routed a few vac lines. Car ran better but it still didnt seem right.
Upon further inspection I found out that the carbs secondaries were not opening. Why...? The guy I bought the car from ran new fuel lines but ended up blocking the full movement range of the throttle linkage on the 2nd carb thus keeping both carbs from fully opening on WOT. It was only operating at 60% if that.

The fuel input line was shifted/rotated upwards to allow full linkage range and the car came alive. I had no idea what I was missing.
