Overlooked Oil Filter Stem Seals

In ordering parts last night, I think I've been overlooking those two little seals that go on the stem of the oil filter housing top. Its the long stem that goes through the air filter that is supposed to have these, but I don't recall seeing them when I change oil.

Can anyone tell me the function that they have and what I've been risking without them?

Thanks

Don
