Water lacks lubrication properties and causes rust, not good for an IP. Since you have the pump off the engine already, take the top cover off so you can inspect what it looks like inside and to drain and soak with solvent. I have taken VE pumps apart to reseal and it is not difficult if you do some research and follow instructions. There are some good youtube videos on VE pump dis-assembly. I'd look there if you want to open up the top cover.
