On my W111 the blower motor switch is flat on one spot like you describe, so it is probably made that way. Your switch with flat spot is most likely a potentiometer(rheostat) Flat spot would serve as an index when reaching for switch while driving. This type of switch would be used for dash light brightness or fan speed or could also be fader/balance.
