"His personal car" means that he bought it at auction a few months ago, it needed some things, he fixed them cheaply, and now you can have it. $7500 sounds good. Another $3000 by the end of the year in repairs as long as nothing expensive happens. Then when you're bored with it next year, you'll sell it for $6000 to the first anyone who brings you a money order. Go for it.
