That looks like the correct bolt for your filter housing part #.
It uses 2 "O" Rings and the Aluminum Washer.

If you had the Filter Housing with the #02 in the part #, then
You would use One "O" Ring and no Aluminum Washer.

Iam pretty sure the 84 SD would have come with the filter housing with the 02#.
maybe someone before you changed the engine with an older one?
