It sounds like the big connector is off by a pin.
There is a big connector that has some 15 wires in it that go to most of those bulbs.
Usually the connector has a D shaped locating pin so that one cannot misalign the pins. However these can break off and then you have to align it manually.
When you removed/installed the cluster did the big connector have its locating pin on it? Or was it broken off?
