Its been a while since I've looked at it but the reset lever presses a bar into the gears that mechanically forces them to zero.

Either yours is not moving the bar to zero them or something is preventing them from rotating back to zero.
Hello James I think I found the trouble, at the face of the unit is a small recoil spring and disk a shaft goes threw the center but was free spinning so I put some lock tight on it now when it gets tight it should zero. I hope LOL.
