The only sources of funding for local authorities should be property taxes, local sales taxes, and state subsidies (if needed). This removes much of the incentive for predatory ticketing and/or forfeiture.

As it is, some towns in NJ "favor" the rich or out-of-towners. Both are more likely to just mail in the fine vs going to court to get it reduced or dropped.
