As a data point, I tried the site on a few browsers as a test and I'm not able to get past the selection screens:

Fire Fox 27.0.1

IE 11.0

I expected an error with FF, however it is asking for IE 9.0 or better even with IE 11.0, the site looks like it is from 2008 so there must be an upper limit.

I am able to get to some pages when searching through Google for a link so it appears that IE 11 partially works.
