Try plugging in the fan that isn't working into the other fan's plug and vice versa. If the fan works with the other plug and the fan that was working isn't, then you've just narrowed it down to the connection/fuse/wiring on the passenger side. If the fan that wasn't working still isn't working and the other one does, then the problem is the fan motor.
