Solved! Turned out to be dirt simple. Catch on body was not playing nice with new latch on tailgate. Had to move a substantial bit back and to drivers side to get latch to fully seat.

Two t-40 bolts on scuff plate near spare tire, then it pries straight up with a hand full of trim clips holding it on. T-40 bolts to adjust catch, also.
