i thinkt hat the rheostat often goes bad in these, especially after sitting for a long time.
You might try turning it back and forth a bunch of times to see if it helps at all.

The other thing is that some guys I think have actually hardwired the connection to full bright bypassing teh adjustment in the relay by soldering a wire across the rheostat.
