The trailing arm is on two pivots. If one is very worn or both it could rotate and cause the rear end to steer a bit. Accelerating would probably cause that wheel to toe in, letting off the gas or braking would cause toe out.
Picture an oar on a boat with a wheel on it as an exaggerated example.
