You have identified the normal causes for the symptom you describe.
If you buy the car I suggest you renew the vacuum pump immediately... it is probably very old and if not the primary cause now... would be a safety issue if it gave out when your children are using it... mine gave out about twenty miles from home... and the hard pushing you describe almost caused me to not be able to stop at some stop signs... as hard as I was trying to push...
It is also correct that your symptoms indicate a power booster going bad...
