We are lucky here in Kalifornia. Our gasoline is "SPECIAL" So effing SPECIAL that no other State produces it, but boy are we cleaning up the air (yeah, right). And if an "evil" refinery goes down we can't borrow from any other State. And lucky us, we rarely see any "corn for fuel, not for food" fuel here. But we make up for it by having the 2nd most expensive fuel in the US (except for Hawaii). We pay an average of 75 cents a gallon more than users in other States. And that kiddies is why people and businesses are fleeing the State.
