If there was both spark and fuel, but no start, look first to there being less voltage at the plugs than required at the stated temp, and then to the condition of the "fuel". Again, at the temp of 25F, fuel volatility might be so low, due to old fuel, that an ignitable mixture was not formed.
The carb does have a cold starting device (TN), separate from the conventional choke.
