By jumping terminals 30 and 87 of the fuel pump relay you have removed the OVP relay as a source of the problem.
The path of power to the fuel pumps is: battery to X4/10 to fuel pump relay (terminal 30), terminal 87 to X36/3 to fuel pumps. X4/10 is a large 3 pole terminal strip mounted on the passenger side shock tower below a bunch of grounds. X36/3 is a 2 pole connector located near the vacuum pump under the back seat bottom, passenger side.
First check to see that you have 12 volts at terminal 30 of the fuel pump relay. Next check at X36/3 for 12 volts and check the brown wire in that connector for a good ground. Do these tests with your jumper in place of the relay. If you get 12 volts between the brown and black/red/white wires in X36/3 then your break is under the car by the fuel pumps.
