Seems to me a serious emissions program would routinely pull in a few of these cars which are already on the road every few years and see what's going on with their emissions.
Manufacturers typically self test according to standards communicated to them.

I ran into this with a product release on a much smaller item, originally i assumed i sent it off somewhere so i could state it met certain standards. Nope. I could do a 3rd party, but most places self test.

Ultimately i downloaded the standards, did my own tests and recorded them in super slow motion, and printed that it met the standards laid out for it.
