On some cars there is an "evaporative canister" as part of the fuel tank system. If a car is "topped off" when filling up too many times, that canister can fill with gasoline and keep the gas tank from being able to ventilate when filling with gas. That is the most common problem and the solution is to not top it off once it is full.

There can also be problems with the ventilation system, valves not opening, etc. This can be tested using the factory service manual instructions.

And a way to fill these cars is to place the gas pump handle on the slowest setting when filling. Or stick a ball point pen under the pump fill handle so it fills very slowly.

And some service stations have less sensitive pump handles than others - try elsewhere.
