From everything I've seen (and lived through, being in Utah for the Olympics and the runup to them), the IOC is similar to the UN.

Both are staffed with career diplomats who rose to their positions due to political favors, whose days are filled with all-expenses-paid junkets and catered parties, and who will do absolutely anything not to rock the boat. Nice work if you can get it, but not especially useful in furthering the stated goals of either organization.
