It should show zero when not moving. I'd unplug a sensor and look to see if the speed drops to zero. I'd also plug it back in then spin a wheel to see if the numbers are consistent.

We want to determine if the scan tool is giving you accurate information. There is nothing worse than trying to diagnose a problem with erratic / malfunctioning test equipment.
