Yes I can hear the fuel pumps when the key is in on. Thanks for the input please keep any suggestions coming. I have a buddy that is sending me an ICV that he took off of a running car but I'm not that hopeful about it solving the problem because I already cleaned mine and hooked it up to 12v and it opened and then closed when I unhooked it. I was hopeful that the fuel accumulator would take care of the problem but no luck.

I don't think the ICV is your problem. Can you feel the ICV pulsating when the engine is running? With the engine running, do the RPM's jump up if you if you unplug the ICV? When the engine is hot and won't start, remove the air cleaner, do you see the round plate being sucked down slightly when cranking the engine?
