Not so good. A seat belt helps even at low speed. If your car takes a T bone hit, the belt will keep you in the drivers seat rather than being thrown into the passenger seat. Your forward speed ( or no speed at all ) isn't relevant in this situation.

Even with a low speed frontal crash, the shoulder belt will keep you off the steering wheel / airbag and the lap belt tends to keep your knees from striking the under dash area.
