If this is a 722.6 trans, there is a reed switch on the conductor plate that eventually operated a relay for the starter. I don't have a wiring diagram.

The brakes don't need to be applied to start the car unless this is a verified feature I'm unaware of.

If you turn the key to the on position then jumper over the starter, does the engine run?
