His excuse for the hard starting issue most likely is a lack of compression. You get what you pay for, and if you pay $900 you will probably have a hell of a time fixing everything that was neglected. It's a gamble, bring a compression tester kit and go from there. If the compression reads okay, then it sounds like you could very well have a daily driver.
