The vacuum line with the blue stripe is the one closest to the switch. The oil indicates that the vacuum shutoff (on the IP) is bad - diaphragm split. Easy to replace and you can get one at the junkyard very cheap (test with a vacuum pump to see if it holds). If you don't already have a vacuum pump it will pay for itself on this job alone.
