That end stop at the ETA (box down at the intake manifold next to the throttle)
seems to trigger the lower revs ...but only with the hot engine.
Before end stop was adjusted correctly A) the cold start idle was 'normal' at 1000 rpm ...then dropped with B) warming up engine (dropped to 700) and then C) idle was rising to 1200 with hot engine...
Now with the lever touching the end stop A) and B) are similar but C) changed to 650 rpm
