Turbo ALDA over boost switch question

Hey guys I am confused on a number of items regarding the turbo charger. I have not heard the turbo spool up and just put a pressure gauge on and verified there is zero boost pressure.

I wanted to verify that the ALDA unit pictured below hooks directly to the manifold correct? The clear tube coming off the ALDA was not plugged into anything when I bought the car and I did notice the cracked end of what was once a cable plugged in to the manifold nipple.

Also pictured below is what I believe to be the overboost protection circuit which is also unplugged but I’m unclear as to where this connection goes to.

Does the ALDA unit produce vacuum? I did put a vacuum gauge on it and it does hold vacuum.
Also as a test I ran a rubber vacuum hose from the nipple on the top of the ALDA to the manifold but that had no affect

I do see the turbo spinning but can’t hear any of the normal spooling noise and as I said zero boost pressure

I want to get this turbo working obviously so that I can finish my work on the transmission any advice?

Oh I did have the turbo rebuilt by Tim’s turbos
