Im going to order replacement tubing for the ALDA. It is holding vacuum

The open nipple on your ALDA is a cause for concern, the piping from the intake manifold to the ALDA should be contiguous and sealed, any leaks will cause a lack of fuel enrichment.

The switchover valve on the wall appears to be bypassed or not in use. for proper hookup, get a copy of the factory service manual for your year and model and make sure your plumbing matches it.

Lastly, the ALDA itself can be leaking. They have rubber seals inside that can dry out (literally rock hard) and prevent holding pressure. If you can't pull a vacuum on the module with a hand pump, it won't be holding pressure when the turbo spools either.
