My bad, my first viewing of the video resulted in a WAG that was incorrect.

You are correct, the rod is correctly positioned.
The lower rod in the yellow circle (#74 in the diagram) appears to be missing a bushing (# 50) that clips into the STOP lever (# 48).
Excessive play from the lack of this plastic piece may prevent the STOP lever from functioning properly.
