 +1 The electric fans supply three times the airflow of the pump fan at idle. The only reason they are ineffective with heat soak is that the nutty Mercedes control systems don't activate full speed operation until the engine is already close to overheating.
However, I wouldn't go so far as to say that the viscous fan runs at engine speed, because I don't know the pulley ratio.
