Fan freewheeling is fine. It's a thermostatic clutch, so it will only engage at relatively high air temperature. I think the thermo strip is set for 95C.
The bimetal strip is significantly lower for the turbo 606, in the 72Cish range, one of the big reasons the turbo 606 fan clutch is considered an upgrade from the turbo 603 clutch with a higher operating temperature. Just getting the engine to operating temperature should be enough to cause partial engagement of the fan clutch, certainly enough to prevent full freewheeling. If the engine is hot, the fan should stop rotating within a couple of revolutions. Running the A/C helps since it dumps extra heat into the cooling air flow.

The other test that some folks use is to roll up a newspaper and stick it in the fan with the engine hot. If the clutch is good, it should shred the paper. If the clutch is bad, the paper should stop the fan. The key is that the engine needs to be HOT for any testing on the fan clutch to be valid.
