You can connect your meter and let the car sit until it reaches the lowest draw, this may take ten minutes or more. Then you can start pulling fuses until you see a change in the current draw. Be careful when putting the fuses back in because some circuits will cause a voltage spike and pull more amps than your meter can handle.
