The shut off diaphram can go bad but the coincidence that this happened right after you bled your brakes makes it sound to me like you still have a loose vacuum line. There should be no unconnected vacuum lines in the engine compartment. (There is, however, at least one line under the dash that is not connected to anything which is normal.) Trace the vacuum lines that run to and from the ignition switch and you'll likely find your problem.
