Could be a steering box and/or pump issue, but since the car is new to you does it look like the steering box has been adjusted as in possibly too tightly? Don't rule out bound up steering linkage e.g., idler arm or suspension e.g. ball joints. Disconnecting at the pitman arm and turning the wheels with the car lifted would help isolate/diagnose.
