Yes. This allows replacing the valve stem seals only. Rotate the engine so the piston is at TDC on the cylinder you are working on, so the valves rest against the top of the piston.
You cannot replace valves or guides without removing the cylinder head. Guides are a pretty rare failure on the 60x heads.
