Replaced all fuses with new. Most items are now powered. Removed the inst cluster and ended up replacing the rheostat with another I had on hand. The rheostat (dimmer) contacts on the inst cluster were completely junked up with what looked like powdered, well, something. White powder actually. Anyway, it was preventing good contact and it caused a few problems.
