So I looked at the car yesterday with John. It appears to have a booster pump which must have come with the vintage air unit. It also looks to have a vacuum hose involved. John thought perhaps that was the source of the problem since a diesel lacks vacuum. There is a vacant nipple on the vac system for the brakes so that might need to be connected.
