I use Macromedia Dreamweaver.
You may find it a bit complex at first but once you know how it works, it's a breeze. go to macromedia.com for a demo.
There is also Adobe Pagemill that is good.

You can also use your browser to make pages, but I'm not sure how. Sombody else will jump in i'm sure
