The blower should always come on, at least at a low speed regardless of what the temperature is and you should be able to override it by pressing the high speed fan button. Its failing to come on indicates the silver box is your most likely suspect. I went through this in my SL last year, the definitive fix was the silver box. There are capacitors that leak and destroy the circuit card, the result is erratic blower behavior and/or erratic temperature regulation.
