Opinion.

I have noticed in the last 3 years there has been a decline in the number of members that want to own a Manual for their Cars.

It seems clear that if the manual has some spec on the head bolts and tells you how to determine if the Bolts can be reused you could use that info to decide if you want to reuse the head bolts or not.

If you don't have the means to measure to tell if they are out of spec or not one would think the best choice would be to go with new ones. (However, there has been some complaints about aftermarket head bolts.)
