I have no ideal of what would work. As I see it pretty much across north America. As time moves forward lesser crimes are not really being dealt with. This leads the subjects to greater crimes. When we had the break and enter that the police now classify as an illegal entry.

I suggested they try to slow the young fellow we suspected down. They did nothing. He went on a rampage doing all sorts of things. He eventually got a month in jail.

Anyways while acting as a car thief. He hit a police officer on purpose. I assume they had set up a roadblock but do not have that detail. With the officer on the hood he still did not stop. The officer was injured but managed to shoot him through the windshield. He died and the officer is still in the hospital. Personally I believe he had reached the point where he thought he could do anything and pretty much get away with it.

He only got the month in jail because a person reported a death threat by him plus damage to their property and thought he meant the death threat. Drugs where likely involved but that has not been mentioned. .
