Unless you've determined definitively that the replacement of the wiring harness is going to solve your issues, I would not spend the money. I too have some fairly brittle wiring, but I've found that the issues such as those you describe have other solutions. The brittle wiring is not that much of an issue if it is not disturbed and the insulation not broken. For $1000 I would be taking a look at other things.
