In my area the street is asphalt and done by private contractors. If you filled the lower part of the drive way in with out restricting the drainage as people have apparently don in a few cases in my neighborhood the City would think the contractor did it.
Those were done on steep short driveways.

I have also seen that done with concrete but they did not extend the concrete beyond the actual driveway. It did make kind of a 3 inch step from the level of the gutter but that is not usually an area that people walk in.

And there was one guy that had a wood build up but that has been gone for a while.
