Problem is more likely the clockspring or a pinched wire causing a short. Horn switch inside the steering wheel is two large metal plates that contact when you press the airbag. Highly unlikely for it to fail, but I suppose all things are possible. Not long ago when swapping a steering wheel I connected one of the spade connectors to the wrong tab and the switch made constant contact once the airbag was tightened down.
