I generally soak them with penetrating oil. Then give them a burst of impact in between the lug bolt areas with a blunt nose impact hammer. Don't go crazy with this there are bearings in there. Same with hammering. If they give me real trouble I will do the same with a puller in place giving it some tension. I have had them so frozen that a puller by itself will bend the rotor.
