The foundation isn't going to rip you off. In TN, won't be able to license the car without a title but can posess, ship etc.

There was a really nice Datsun Z that a dealership had done a lot of work on. The owner bailed and for whatever reason wouldn't/couldn't supply a title. The dealership parted the car.

Check with your state on what the local laws are.
