All the houses from the 91 fire were rebuilt.
This was just south of Fruitvale, in the flats. Pretty dismal area.
The bag in the 2nd photo also had a mannequin head. I wasn’t taking any chances though and poked it with a stick before opening it on the off chance it was real.
